The law, passed by Congress in 1995, that allows for the relocation of the U.S. embassy from Tel Aviv to Jerusalem. The law contains a waiver that allows U.S. presidents to refrain from relocating the embassy if it is in the best 'security interests' of the United States. President Obama last signed in on Dec. 1, 2016.  
The Memorandum of Understanding between the U.S. and Israel signed by President Obama in 2016. It promises and additional nearly $38 billion over 10 years, beginning in 2018.
